In the News Feed and my Activity Feed, some users have blue or gold rings around their circular user pics...why/how?

These were a special prize for the Quest-a-thon last year. Blue was the participation prize, and gold was for those who were among the top questers (who got both).

They can be taken on and off in the wardrobe.
