How do you find the tempest to give him his item?

I searched every part of this game for that fat spaz, and could not find him anywhere!!!
Why isnt it easy to locate him??

it's a rare random event that gives you an item, I'm not sure what you mean by returning it to them?
(I'm assuming you mean the storm bear and not the map image that allows you to do merena's quests)

& ...my mistake. I had just gotten the oracle like an hour before the tempest. With it being like 3am, I guess I suffered from loss of memory. LOL Thank you for reminding me how it works. Sometimes I just forget stuff. Thanks again. I was actually trying to return to him, the item he had given to me. LOL
