i know they're all pretty mainstream but i would recommend Tokyo Mew Mew, Gekkan Shoujo Nozaki-kun, and Ouran High School Host Club if you haven't seen them before ^^

I really enjoyed "Inari, Konkon, Koi Iroha"! It didn't have the classic female rivalry trope that I'm personally not a fan of and was super fluffy and cute.

While I personally don't watch much anime, I do read, so here a few manga suggestions for you that seem to be "cutesy":

Saint Tail Kitchen Princess Cardcaptor Sakura Chobits Kobato Phantom Thief Jeanne Sakura Hime: The Legend of Princess Sakura Wedding Peach

Some of these are in the "Magical Girl" category. And to be honest, almost anything done by CLAMP and Arina Tanemura is pretty good. Also I totally agree that you should try reading series like Ouran High School Host Club and Tokyo Mew Mew!

Puella Magi Madoka Magica is a manga and an anime. You can find the latter on Netflix, it's a very cutesy "magical girl" story.

My sister used to subscribe to Shojo Beat (and Shonen Jump) back when it was published. There must be copies for sale online.

I loved Gakuen Alice and Kirarin Revolution - both were super cute!

I'd recommend Princess Tutu for sure, it's very good! Also Ultra Maniac*, which is freaking adorable. Also Oishiete Galko-chan and Kiss Him, Not Me* are both cute, imo, but they're more funny and slice of life.

If you want some classic shojo, you can't go wrong with Revolutionary Girl Utena (I believe they shared animation people with Sailor Moon), Marmalade Boy*, and Fushigi Yuugi* (the japanese voice actress for Chibiusa is the voice actress for the main character, Miaka, in this one). Also, I highly recommend Rose of Versailles, which isn't cutesy per se, but it IS super sparkly and femme, and there's a lot of melodrama.

For just manga...there's this one I like called Red River, it has some mature themes but it's a fun girly historical/time travel adventure, and it is suuuuper long. Also the ones above I put a * next to above have manga counter parts that are quite good, and FY has a spin-off called Genbu Kaiden which is AMAZING. Imadoki is quite good too, and there's a sequel to Fruits Basket called Fruits Basket: Another, but I don't know if it is licensed outside of Japan yet.

Konohana Kitan is an incredibly cute anime about a kitsunemimi (fox girl) who begins working in the bathhouse. The whole setting is in Japan and the characters are primarily youkai from Japanese mythology. It's really endearing and warms the heart!
