When you hover over an item it shows the main price that you'd pay in an official shop and a near price of what the item is selling for in user shops.

Often the user shop price seen in the hover preview is different from the price when doing a full shop search (I understand why; restocking benefits with GA autopricer and all) and I was wondering what the hover price is based off of if not the actual selling price.

For example, : at this time the user price shown on hover is 4,990,004. Actual shop search price is 4,989,990. is 249,975 on hover but actually 249,945 in shops.

Does the hover price update on a timer or is there another way it's determined?

I think it might be the most recent sale price? It’s probably cached too, so might be a bit outdated sometimes. I could be wrong, though!

this number used to be complete garbages, so don't expect much from it. It does look like the function of it has changed. Before the change it was telling you what the last purchase was ever, with little or no time delay. Now either it has a cache delay, or it is averaging the price over time. Either way, it's more useful than it was. Or, it could just be broken, only more so.
