Almost Tier 8 Set Advice

First off, thank you for posting you budget! It helps a lot :D Fortunately, with such a big budget you can get a few cool things that will help you in multiple tiers.

I would first buy and . They pretty much do the same things as your Recycle Blaster and Phoenix Quill, but doubling up will help you survive longer in battles. You will use these pretty much the rest of your battling career so I think they are worth the investment.
Tier 8 has a lot of good weapons, but unfortunately many of them take up the one healer slot you're allowed to have and can't be used together. On the other hand, there are still good healing weapons that don't take up that slot. I would keep using your Reborn Icewand of Doom for now and then add something else like or . I think pairing your wand with the Sierrac Basal Ice Flail will give you some good freezing power like you have in your current set. I also really like the Panzer Hydra Blade as an all around cheap, but effective, T7-9 weapon.
Another must have in your set is a 100% freezer that I tend to always use on the first turn. For T8, the best would be .
For the last slot, you can put a variety of things like a full blocker or a bomb depending on your style of battle or which opponent you're trying to beat. Something like or would be a great addition to your set.

Putting it all together, I would use something that resembles this set:

Scrolls are a pretty important aspect of battling because they basically give you a third weapon option, but you can equip many more of them and even multiples of the same scroll. However, which ones you use can depend on the circumstances, such as if healing or freezing is disabled against an opponent.

I like using and (ingredients) for defense. They're very similar, they just block a few different icon types.
is good for when you need fire or dark defense, but I also really like it because it has a good amount of attack icons and acts as a decent bomb.
is the premier scroll when it comes to freezing. It's available each year during Morostide as random loot when defeating Nightlady so its price usually stays affordable.

I would just mix and match scrolls however you'd like. If you need to last longer in battles, go for the defensive scrolls. If you want to defeat an opponent quickly, go for the freezing scrolls. Since you have a smaller amount of AP, I would only use Aftershocks or Gelaspell at any one time, not both together, because having two infinite use scrolls in one set just takes up too much AP that could go toward something more useful. Personally, I tend to use Aftershocks a lot because it's a very reliable scroll.
