It says during holidays it's closed but today is not a holiday??

It means holidays as in Subeta events. Masquerade is the site holiday being referred to.
Is the shoutbox indeed closed, or is just the widget non-functional ? Because it should work, if you use the full-page version.

said just before this holiday started they're still working on getting it functional for holidays but for this particular holiday Atebus Revolution Masquerade it will be closed. So it will not be a permanent thing for the widget to be closed on holidays.
Oh I thought it was holiday's that are holiday's in the real world.

Unless otherwise specified, it's typically safe to assume that if something onsite refers to a holiday, it is referring to a Subetan holiday rather than a real-world holiday. :)
