I don't think this site feature was ever broken. How often she shows up is: whenever she feels like it, it's random. Sometimes it takes months. But usually not.

I do remember it being broken at one point in the sense that when she did show up, she wasn't staying for the full amount of time that she was supposed to on the map (I believe it's 12 hours).

But yeah, as for when she shows up, there isn't really a pattern or set schedule. Just gotta keep an eye out for her.
