I got a background and now my avatar is behind it. how do I fix this?

You'll need to go in to your wardrobe and move the background layer under everything else.

In your wardrobe, on the left side, there should be a list of everything you're wearing. You can click and drag each item to move them to the front or back of your avatar. So you'll find the background layer item, and click and hold to drag it under everything else you're wearing.
