So I can't submit a billboard. I've tried submitting without a image and the site won't accept it.

No you can't. If you're trying to do a kiss link, just submit a subeta image, like one of these:

If you're submitting an image you actually want to display, you'll need to resize your existing images, or make/get new ones.
