Where did the shoutbox go?

"The shoutbox is closed! Check back later."
I've had this message in place of the shoutbox since survival started. Is it closed throughout the event? Or is it undergoing maintenance.

I believe Bug mentioned on a siteupdate ping that the Shoutbox was responsible for for some lag at the beginning of the event and so had been shut down for the time being.
