The quick feet buff is something you can get during Masquerade that reduces your wait times between dances.
If it just showed up randomly this morning, I'm not sure where it came from. Maybe some sort of cache glitch? Unless you haven't cleared your events in a while, in which case it could have just been left over from months ago.
[edit]Someone else reported it in the bug forum, so I'm guessing it's just some sort of glitch. Maybe staff was working on something behind the scenes and accidentally made it happen somehow.

Nah, it's always during like March/April, so just a glitch this time. IDK what exactly happened though lol.
It showed up for me in place of the shop discount buff expiring, so I assume something went screwy between those
