The potion is going for around 14 mil right now, but if you explore the polar ice fields you can eventually find a bucket of polar water. (The route is random, so it takes a bit of luck) then with an Artificial Prism Chalice from the Millionaire center for 750,000 sP you can make a potion in the Genetech Lab.

You will probably need a bit more money.
They are currently priced at 14M in the user shop search. CSC is currently going for around 10M for 100 credits, making 15CSC worth about 1.5M.
Depending on the items you have, you may have something on a user's wishlist that they may also accept as part of the trade. Wizard tokens are also an often accepted currency in trades.
What currency a user will accept and how big a discount they are willing to offer is completely up to the individual. I would probably expect to pay at least 10.5M for the potion, since that's a 25% discount.
