If I wanted to have a custom overlay with something like changing colors, like the minion below, could I do that?

I didn't see anything in the instructions/rules, but I also haven't seen a whole lot of moveable overlays, so I'm not sure.

This would probably be best to ask staff directly via ticket. Wish I could be more helpful.
