The items you get from trick or treating, throwing stuff into the bonfire, etc. If I look on subetalodge, it'll say it was a "(year) trick or treat item" or "(year) bonfire item".
Next time morostide or fireside happens, are they going to be available again?
In other words, should I wait for the event? Or should I rush to get the stuff I like now before it all becomes completely out of reach?
Same deal with alegarten, keelhauliday, and pekaboo stuff (or was pekaboo just a one-off?)

Pekaboo was a one-time thing, but people have been asking to have another similar event or to bring back the items at some point, so who knows what will happen with that.
With the other events, it depends on whether it has an event shop or not. The ones like Survival, Masquerade, Vesnali, and Alegarten (which is now called Neugarten) all have shops with all of the event items in them which you can purchase with sP for some or the special event currency for others.
Events like Keelhauliday, Morostide, and Fireside have items associated with them but no event shops to hold the items. So for those events, usually the items available will be the new items for the current year and the older items for the previous year or maybe sometimes previous two years. Items older than that are sometimes given out as rewards for completing certain quests during the event. They are also usually included in the prize pools for things like the Free Shop and the forum giftboxes that are available during certain times of the year.

Occasionally old ToT candies and bonfire rewards will come back as part of the regular game mechanic. I personally think a lot of the ToT stuff is overdue to return and one year they should just do oldies instead of making new stuff. Some old bonfire items that were floaters have showed up in quests last year, even though they did not float. The Red Rreign used to only give recent year or two burned/wreathed items back but was more eclectic last year.
The food trucks for Peka-Boo did come back, and more food trucks were added. I think they're every two to three years or so? The merch direct from Peka-Boo festival itself has not come back, except the OTC-like medical stuff which is now available from NPC Selena in Medicontra.
Freyalise stuff from Keelhauliday seems to come back one year only, and then it's gone.
Older items from the holiday-related shops that are open all year tend to sell in usershops for whatever the market conversion rate is in sP or less so bargains can be found if you look. Newer items can be more expensive to buy with sP so getting the special currency/buying it from users may be worth your extra time.
Many hoarders of cheapie holiday items like me put them in their shops at Quentin prices, so if you see an item more expensive than that, chances are good that most of them have been sold out and the item has become rare and will become rarer sooner than later.
made the Forum Giftboxes less interesting last time, she excluded a lot of stuff that hadn't been excluded before so they are a less likely source of these items.
I only excluded weapons from the forum boxes. :) There were a lot of different rarities and types of items that went out.

it's the usual thing here in Subeta to not change the subject of a thread but to start a new one.
You will need to create new shops, your old ones have been deprecated. There's a topic in General about that. It will also tell you how to move your old shop items out: to your Inventory, over to new shops, or your Vault.
Once you have a new shop, you can either put stuff from your Inventory into it one-by-one by clicking each item and following the links in the box that pops up, or go to your new shop and choose quickstock to put multiple things in at once.
If these older items aren't in regular circulation, then why is Quentin still asking for them?
Item sinks like quest givers really shouldn't be asking for stuff like that, because that'll mean there's even less of them in circulation...

I don't know about other quest givers, but Quentin has a price cap so if the price hits whatever the cap is, they stop asking for the item. And since very few things ever permanently retire, depleting the supply is pretty much a non-issue since the items will be brought back eventually in some way
the tl:dr is that nothing ever permanently retires and if you're patient they should show up.
Not only is this kind of item depletion intentional, many users screamed and whined and held their breath about how "holiday items are worthless" ...as if everything here wasn't like today's world stock markets, full of ephemeral licensed pixels. When staff reduced the number of holiday items going out so that they would be valuable, then users complained about how they weren't getting any of them oh noes their holiday was ruined. There's no pleasing some people, sometimes the very same ones.
The idea of quest grantors making retired/old items more valuable was a Suggested idea. I didn't like the idea that there should be item depleters separate from user intention and opposed it from the start, so I agree with you there..
When I started pricing my holiday items higher than the amount NPC Quentin was giving out (they were what is now Cinthia priced, but NPC Cinthia didn't used to ask for retired items) which used to be around 25KsP, users did the whole tantrum thing about how they wasn't giving out prizes worth it, and then when in response to this staff increased NPC Quentin's payout I raised my prices on these items again. Then those users threw a tantrum about how expensive these items were and that users who hoarded these items (including very much me) and sold them for "too high prices" should be stopped!!!eleventy!!!bang!shiftone!!!. These same items they were selling to us for less than a thousand sP.... and as if those of us who had the foresight to save some of these items instead of destroying them were a public utility Yeah, there's no pleasing some people. Sometimes the very same ones.
Sometimes, on an individual basis and when they have time and feel like it, staff will actively intervene on depleted items in the open market like they do with bouquet flowers and Free Gift. However it has to occur to them to do this and they tend to target item hoarders like myself first. This is why I personally choose to seldom sell anything that is freely distributed above Quentin price, even though I object to item depletion and think anyone who joins new should be able to get old items. Other users who hoard and resell might be more risk-taking than me.
