Did you complete the nature hike? Check around the trees if you haven't. It could take 3 to 4 days to go through the daily hunt.

Oh okay I see it now, so if I click on the scootle for a couple days I can adopt one?

Yes, once you progress through each page daily and unlock it, you can create them like any other pet.
