Ganter doesn't seem to like me much lol he doesn't want to talk to me? Haha need help with this. I just recently got access to the blue building but now I'm stuck at this.

There's nothing else to do there. SAI is, as far as I know, pretty much the only cops on Subeta. There was...not really a plot, but some information/backstory given a few months back that led to Gunter getting arrested. Here's links to all the relevant stuff I could find (copied from an old post of mine) if you want to get the story:

SAI HQ is an area on the map they've never done anything with. Its been involved in a couple of plots, but nothing currently active.

Gunter is in Jail for killing his brother - this was a mini plot.
