For those who would want to navigate there, it's Forum Home (top of any Forums page there's a buncha links, the link you are looking for is near the end) Options (page calls itself user options, even though there's another page like this. Update Signature (second of four graphic links).

There is a limit to the total size of all post modifications whether they're over your writing, to the side or below. The calculator that comes with this feature is not accurate, so you will need to try to find out your approximate total size ahead of time to be sure if you are anywhere near the limit.
