They were made before adoption dates started to be displayed on profiles ^^. If you were to adopt them out, the legacy thing would no longer show up. At least that's what I heard anyway LOL

Legacy means you created that pet before a certain time and still own it. (I'm thinking it was something that they added when they switched over from mass account clearings to daily pet and username clearings.) It does not transfer with the pet.
[edit] is right about being added when the adoption date was added.

You may have noticed today we released a couple of changes for pet profiles. By popular request, pet birthdays (or ages) are now shown on pet profiles. Adoption dates are also shown, though prior to today Subeta hasn&;t tracked when pets were adopted. Thus, pets without an adoption date show their birth date instead as a "(Legacy)" date.
