I have noticed a few kissing buttons at the top of some of the pages. Do players buy those spots like they do with the billboards? How does it work? I am trying to find out how I can do that. I tried to make a billboard, but it said I had to upload an image.

it is possible to put a link in your billboard. In past years, the link was hidden behind whatever image the billboard had and you knew that by clicking it you were going to go to the kissing page and billboards that were about kissing contests were gonna take you to the contest if you clicked them.

This year, the kiss link appears to have been made a separate image somehow. I'm not sure if any user has done this specifically, so I have no advice to you on how to make your billboard. My guess is if you put your link in that it will show on the bottom like all the others, but I don't know this.

those were probably kiss link billboards that broke when they changed to the new kiss button system, staff changed them to have the buttons instead. Billboards Broken - Kiss links

i don't know if you can do kiss billboards now that we don't have direct links?

you are welcome. Maybe if you file a ticket in Help they will tell if this is just a bug that will get fixed or if it will no longer be possible to make new ones.
