I want to know what achievements I'm missing, so I can work on Blue Building, but it's bugging out. It's only showing me a couple ones. Also, does green mean I've completed it?

Yes usually green means its done.

Some achievements (such as wardrobe) will need you to fill it then go click on the achievement to activate that its completed.
