You can do the quest for Shinwa once a day :)

No, since you can't start the quest again, having the bracelet parts shouldn't do anything.

Nope its straight up once a day no matter what. People who buy the pieces are usually those who competed all of a quest giver set before going to Shinwa and her asking them to do a quest for the one they maxed out for the day

Users can also want to buy them for Treasure Chests, or if they're computer crashed or Subeta crashed n the middle of a quest so they already have a loose bracelet part that they didn't turn in or didn't get to get.
