Multiple times now I've looked up items in store search and gotten the notification it's in the Cash Shop, yet when I click the link given (You know the one, the blue bar that reads "This item can be found in these locations: [Insert Place Here]") I can't find it. I don't remember the other previous items (I look up hundreds of items for fun) but right now it's Teiss Bonny Mascara
Is it just me, or is this happening to other people? Is there something I just don't know about Cash Shop?

Teiss Bonny isn't in the cash shop right now. IIRC it gets brought back with other retired sets for Black Friday sales every year.
I'm very confused, I understand if it's not in the Cash Shop anymore, that makes sense! They retire items. But if it's not available, why is the search saying it's there?

Hmm.. The wording does say can though, not is. If it said "this item is in the cash shop" I'd be more miffed if it wasn't in there. To me, the word can means it might be in there, but it's not a guarantee that it is currently. Either way, a better indication would be lovely!

it'll usually say "not currently available" next to the location if the item is retired, out-of-stock, or off-season. but sometimes it doesn't. just an oversight i guess?
"Can be found" just means that that's where it is when it is in stock.
Just like things "can be found" in the Crystal or Token shops, though I can see where the confusion arises because when things are out of stock in those shops, it says "Not in stock right now."
Maybe that's something that can be brought up in the Suggestions forum?
