Not every r195 item comes from NPC Charity. Any item gotten via Newsletter exclusive, and any item that is Free Shop exclusive both of those are r195 also. The current Free Gift was once part of a Free Shop exclusive clothing set all with North Star in their name. It's rarity doesn't change.
