After not visiting Subeta for years I decided to play again and I was wondering when were the pastries obtainable for the pastry collection? Also if you're able to fill your collection today or do you have to wait for an event for them?

nothing prevents you from starting to collect pastries nowadays. You used to have to wait for Skitters to give you one as part of a site event, but that was years ago.
The Pastry Box is available in the Millionaire Center in Centropolis that's the big building in the lower left of the Centropolis map with MC on it.
The Pastry Box is a Winter Item, and it isn't Winter yet in Subeta, so right now it's expensive. You might find the pastries and cookies in usershops right now cheaper than you can get them from the MC. Or you could wait a few weeks.
Also, as a note opening the Pastry Box gives 2-5 pastry items, so when looking to see if its cheaper to buy the pastries, take that into consideration.

Thanks for the info! Good to know, thank you :)

You are welcome. A significant portion of the items gettable via Pastry Box are not pastries, they are scraps/snippets of paper. These count as books so they are not value-less, but they won't add to your Pastry Collection. So for Pastry Collection purposes, divide 's number by two, and then multiply by the value of the books and divide by how many pastries you can buy with the sP you get from selling those books.
If you've been gone a long time, there's a fansite called Subetalodge which will show you this stuff.
