I think it would be fine. However, when it comes to rules, you are way better off submitting a ticket. I don't make the determination, staff does.

If you've already completed a video, include a link in the ticket so staff know exactly what you're talking about. If not, then be very descriptive.

Which section should my ticket be filed under?

I would put it under, general, other, then perhaps put rules clarification in the subject.
