I know this is probably a silly question.... but is there a specific time that the token shop restocks? I have literally never found anything there and have SOOOOOOOOOOO many tokies :(

No. There's always a news post when staff puts items in the TS, and then that specific set of items posted (usually one new item and a handful of older ones) will restock several times over the next 24 hours or so. There's also a tsrestock ping group that usually gets pinged when a restock happens. It's not like BHH where you have to check randomly and hope for the best

Nowadays has been making more offerings with expensive items and/or potions, so the value of Wizard Tokens on the open market is often more than what it would cost you to buy a TS item from another user with your sP. This might be worth investigating.

If you just want the Achievement, then check in every hour-ish on Thursdays. There's almost always an item that nobody wants to buy not because they don't want it but because there's a twelve-hour delay in between purchases from the Token Shop and they want something else on offer that week much more than what's left.

If your hourly pop-ins result in you catching a restock, try to set an alarm for twelve hours and then do the hourly thing again because you might get two purchases instead of one per week. Not necessarily good purchases, but Achievement-worthy all the same.
