Is it still possible to get the Sebastian Phoenix achievements such as Good Taxpayer? I've never seen any REs saying I needed to pay him taxes and I believe there was an event involving him ages back (before I joined).

Are the REs just rare, or are the achievements impossible to get now?

They're still around. I saw someone make a brag board about getting one of those achievements last week.
