I just discovered I have a mighty need to own a Common Experiment . Can Miracle Potion II transform pets into Common Experiments?

As far as I'm aware yes. However you may find it cheaper to just use the experimental dew and experiment only zaps

FINALLY GOT THE 15K WARDROBE DONE!!!!! Next up gutting and selling it.

That's how I got two of my experiments (one of the potions being a gift). It's something to consider if your pet is being stubborn with the zapper/experiment dews like my pet was.
