Is it just random luck if you win or lose or is there a strategy to it? I was asked for a duel and I lost. Is it possible to be asked more than once a year? Last Masquerade I was never invited by him and I did a lot of dancing. So If I do get asked again I would like to know if there is a strategy so I can get that achievement.

It's basically rock-paper-scissors, so just random chance :) and yes, you get a chance to run into him every time you dance.

EDIT You've earned the Dirty Dancer achievement! That was quick! Just realized you have to actually go to the dance floor to get the chance at a duel. That is probably why I was never invited last year.

unless has changed this, it's not dancing that gets you Boudewijn. You have to visit the ballroom to dance with someone you invited, or after the person you have invited is revealed.

is correct. When you get a dance invite, you have three pages - step one, accept the invite, step two, you get the tokens, step three you visit the dance floor to actually dance :) (or if you are inviting the other person, step one is send the invite, step two is get a notification which also delivers you your tokens, and step three would be clicking the link in the notification to go to the dance floor)

Hope I am making sense lol. But that's where Boudewjiwewenwnjn cuts in, is when you actually go to dance with your partner, cuz the idea is he steals your partner from you (I think)
