In the previous days I was told that my strain wasn't progressed fully to be a biter, and today I'm pretty sure I'm at stage 7 of the strain (checked SL) when the VIP told me that I can go bite anyone... Didn't my strain need to be fully progressed (stage 9 aka last stage) to be a biter?

You should be able to bit during stages 6-8 or so, I think. I made a report on the bug forum about it being inconsistent between it showing on the forums that you can bite but the VIP page saying you can't bite, so hopefully staff can look into it soon.
