When I click on it, I don't have access to the quests. Is there something I have to do or is it just not released yet?

I'm assuming you're clicking on thelink through the quests widget? Otherwise, you would indeed need access to the Blue Building first, before you can get access to everything inside, including the quests. On the first page of the BB here you can see all the requirements for entering.
