Is there a way to get those retired achievements, trophies or anything that is retired? Or is there a chance that it'll get implemented in the future?

Retired trophies and achievements can no longer be obtained. Also it's very unlikely that they will be made available again in the future, as most of them are from previous special events like plots and such. Events that were a one time thing and won't happen again.
