I'm not complaining, but I used to get four amulets before the new site coding. Now, I'm lucky if I only get one amulet a week. Did the amulets get reduced with the new coding?
I also noticed that you can only go up a tier through battle EXP now. Has that changed as well?
I'm pretty sure the rate of amulets going out is the same as it has been, some days you'll just be luckier than others.
I'm not really sure what you mean with the second question though. You can only mass-spend EXP up until the point where you hit a new tier, then you have to submit your choices and reload the page before you can spend more. That's because EXP prices can change when you hit a new tier, so you spend as much as you can with the current prices and then you have to reload and use the new prices.
I remember in the past that you could train at the center and those points would also count towards a new Tier, as well as the battle exp you spent.
You can still use the training center, none of that has changed.

That was confusing to me, and I know that answers. :).
For those just tuning in, the Training Center with NPC Jim in Riverside, it doesn't use experience points. You go there for direct stat increases and XP has nothing to do with this. Tier has nothing to do with this. Only time and sP.
There is another way to get XP besides the regular Battle Coliseum, that's with NPC Reichsen at Battle Quests. Your pet has to fight a Challenger to do these. BQ is in a small building right next to the Coliseum in Saherimos. There, you do get XP. You do not spend XP there.
Neither of these is affected by tier. What they are talking about is the Spend Exp link in the Battle Coliseum itself. The User Interface there has changed in the way that has described. It's been a few years since the price of a stat change was affected by how many stats you already have. Not always, but often, this corresponds to tier.
I don't think anything's changed with Quentin. I just got two amulets from him and the other day I got three. You must just be having an unlucky streak.
