Pretty much what you said. Some users used to name change like it was going out of style making it hard to remember who they were and they would avoid trouble with some staff members. Since then they implemented the wait a month and other measures to keep track of each account. Its also why they can see if you maybe gave an item away you hadn't meant to.

Yeah, I think it's more of just a heads up that you can't change your UN in an attempt to "run away" from something rule breaking that you've done because staff would know. Nothing you need to be concerned about, as far as I know! ^-^
