Both coupons (20 and 30%) are permanent as long as they are in your inventory (also, if you have the buff, the discount will be over the new price).

Yes, the discount from the card is permanent as long as you keep it in your inventory. You can lock it if you wish, to prevent from accidentally fragging, quicks stocking, etc.

And if you get the discount buff, you will get both the discount from the card and buff on items you buy from the main shops.

I know the buff stack with the coupons so I believe the coupons stack with each other too. By discounting the new price it means if you buy a 1k item with the buff it won't discount 30% over the 1k but the new price after the discount by the buff. Again, I don't know how works exactly when you have both coupons though.

according to this topic, the discount cards do not stack. Upon purchase the highest % card will be counted for the discount.
