The monocle is called Hypno-Monocle. Protective Sage also protects against hexes. It is available in the Millionaire Center in the Fall section for 7.5 Mil sP. It is the more expensive option right now but it is the one I use and it seems to be 100% effective at preventing hexes. I don't know how effective Hypno-Monocle is since I've never owned one.

I think both are about equally effective. But if you use the random ToT option, that will also reduce your chances of being hexed (and shorter wait times as well).

We've been told the effects of the two hex preventers do not stack. The protect percent by my own guess, is around 90 for each of them. Most years they're not worth the sP unless you get them from the Token Shop or Crystal Shop with currency you have earned cheaply yourself. This year there are some Achievements that are seriously driving the price of some items super high, so they're worth getting even if you yourself don't want those items, IMO.

Myself, I always wear both if my HA allows. I do this because there's a cache delay in whether or not the site realizes you've got a protector on. If I accidentally remove one of them, or if I need to remove one of them for layering reasons, I still have continuous protection.

They're not so bad if you remember to buy before the event, or had them already from a previous year. I think the monocle was only going for ~2 mil or so before people bought them up.
