It is in there: it does have an entry. Judging by the ItemID, it was added a lot earlier than the other loot. It turns up on page 181, so presumably it was an older item from a past event, or one that was just never used.

the staff that can actually help move items to the right place do read here sometimes, but it is better in Problems & Bugs forum and then the Art/Content/Item Issues subforum. It just so happens what you have described isn't a P&B and someone knew that, but you didn't know that (and neither did I).
