All currencies in the "Holiday & Seasonal Currencies" category are only available during events that happen at a certain time of the year. NY Tokens are available, well, during new years (first week of January). You can also get them from the Bathhouse, but not many.

There's a list of all events and their date on the Subetapedia (Holidays > Holiday Schedule)

more accurately, the site only gives them out during activities for the relevant Holiday for participating in the Holiday activities and are then free for you. Users can have extras in their shops and will sell them to you. You are looking in Shop Search to buy [item2=new year token]
