How on earth do I get a Blue Building password?

I've been told its a random event, but I've been playing this game for 4 years and I haven't experienced it. Is there anyway to increase the chances? I have all of the other requirements for the blue Building.

I just want a Bumbus.

Yup ^_^ You don't need to know the password or anything so you can just constantly refresh

it can take a while to get the password. Took me weeks to get it.
