how do I create/adopt one? I can't find a potion and it isn't an available pet-creator species, are they Zapper pets?

You can adopt one or change a preexisting pet to one at the One True Zapper. So sort of a Zapper pet, but you can bribe him to give you one for 500k without the RNG.
