Actually its consistently every 3 minutes.

I just fished 5 times in a row to confirm.

No. I got the message "you don't catch anything" one time. But not the "You should probably wait a little while before fishing again." message.

Not catching anything doesn't mean it isn't a valid occasion to fish, it's just one of the many options you have when you do fish.

Thank you . I presumed the "you should wait longer" was one of the random results you got too. But if you're fishing every three and only got nothing once, then I am wrong on this.
