I went back through the news and I don't see an announcement for this, is it just something that happens every so often rather than every month? I'm also wondering if another CSC challenger will be announced for this month or not as it seems like they have been by this point in prior months.
No, it hasn't happened yet for this month. It should be this weekend actually, starting later today.

I've noticed that usually it tends to be the 3rd weekend of every month, although sometimes it gets pushed to the 4th weekend for weird months like this one that end up having 5 weekends or partial weekends.
The new monthly challenger and Delish sets (if there are any) will probably be released over the next few days or so as well.
