I feel like I haven't gotten an Oracle quest in a really long time. Is she still going around, doing her thing?

Yes as far as I know, last month I got ~6 or more of them. Was the oracle tweaked?

My luck is terrible with her. I won't get any for months, then I'll get 2-3 in a week, then nothing for months again. I just got a few last week.

Got one a few weeks ago, but before that, it was months. She's definitely stingy with her quests.
