just what the title says. the rain overlay ends about 20 pixels short, leaving a strip of the original image visible along the bottom:

I've been stalking Oatmeal for awhile, and it never seems to rain there! Do you know when it rains? Does it not anymore? I'm trying to rack my brain about him but coming up short. xD

i would assume it's just when it's raining in veta since that's where he's located.
