Would I be allowed to commission someone to create an overlay that's just the 8bit pet part of the nostalgic keeto? I have a profile in mind and want to have those two gif frames as the overlay itself, but I'm not sure if this violates any sort of rules as it would be basically a trace copy.

I think you should be fine because things like recolored official art is allowed, even as a custom overlay
