It fluctuates from 9m to 11m or more for 100 CSC.

Right now CSC is increasing in value (I'm not sure why, though). So you would expect to pay around 11m per 100 CSC right now, though you can still sometimes find sellers willing to sell at the 10m/100 CSC rate.
