So I have never run into this before.. I saw a user who had some inappropriate comments posted to them on their profile. They were made by someone else onto their profile. Where would I report such a thing/bring it to attention? It's not quite a bug per-say so I wasn't sure if I should use the ticket system.

I think a ticket would be the best way. When creating one, there's a section called User Related Issues, you can select one of those options for reporting inappropriate comments or other rule breaking.

yeah you'll probably want to file a ticket under user related issues > site/terms abuse or discrimination depending on the nature of the comments and explain the situation there so an admin can look into it.
