You either get them by kissing other users on a dedicated forum, or by visiting their userpage. Which way it works will depend on how they run the holiday this year. You can also get a few of them by visiting the bathhouse in shengui guo every day.

They're not very expensive, so you can also buy them from other users.

you can also possibly get the candy hearts from Bath house pools but the days are random for what you can get
