Do you have a gold account? It's a feature called "Pet Leash" for users with active gold accounts.

If you don't have a gold account, you can buy it for a various lengths of time at the cash shop.

Gold Accounts have lots of advantages, that is why they are expensive... you can see a list of what you can do with it, when you go to: Cash Shop - Gold Accounts in the upper right corner, or you can click here!
