I've found 2 in Random events and it tells me I'm lucky to find one outside a quest. So I would say you can get them in 2 places :)

[-xx] Yep, random events and quests are pretty much it. You may get one from the bathhouse on certain days as well, but that can happen all year and not just right now.

[-xx] I've been getting them one in three for quests, and one in a hundred pages for random events.

Right now the price in usershops of New Year Tokens is IMO very reasonable compared to how totally expensive they can get. It might be easier to just buy them.
